Authorizing Honorable Lumelito M. Cabagay, Municipal Mayor to represent the Local Government Unit of Bulalacao, Oriental Mindoro to enter into a Memorandum of Agreement witgh the Philippine Red Cross represented by its Secretary General, Dr. Gwendolyn T. Pang for the establishment of the Blood Samaritan Program aims to provide fee and timely access to safe and quality blood for indigent patients of the Municipality of Bulalacao, Oriental Mindoro and such other terms and conditions that may be agreed upon by both parties.
